What I did for Christmas this year for all my SIL's is Glade candles and I'm putting them in little gift sacks. Walmart has the tins for 2.25 with 1.50 coupon inside. Just open them up before you check out. Pair it with a little chocolate and it's a nice cheap gift!

i know take sphar and kira ideas and find candles (that have a Christmas theme to them like a little snow scape on it or smells like ginger bread cookies)that are small enough to fit into little stockings and put everyones name on it and fill in with some chocolate!
